Overview:

This individual, based in Blackhawk Network Australia will manage all regulatory compliance functions and programs in the APAC region by developing monitoring compliance programs and any related initiatives that uphold our obligations for complying with the relevant regulations, not least the Anti-Money Laundering/Counter-Terrorism Financing in the region where applicable.

The individual will perform second line of defense (SLOD) activities in conjunction with the Sr Director, Regulatory Compliance. 

The role is required to develop, keep up to date and execute a compliance assurance plan as well as providing support and guidance to the business where required. 

Responsibilities:

  • Be the nominated Compliance Officer for the regulated activity (Digital Glue (‘DG’)) and ensure appropriate compliance arrangements are in place with DG to ensure we are executing our regulatory responsibilities as required by the AUSTRAC etc
  • Oversee and submit required regulatory reporting obligations for applicable licensing/registrations across region (e.g. AUSTRAC, PTRS & Modern Slavery).
  • Act as Subject Matter Expert (SME) on due diligence requirements for distribution, incentive and card partners. Perform internal quality assurance reviews on due diligence files completed by other analysts and suggest improvements to due diligence program where appropriate. 
  • Understand and conduct Enhanced Due Diligence (EDD) on partners in high-risk industries and document due diligence files as required
  • Build collaborative relationships with Compliance counterparts at distribution partners to educate them on AML best practices and promote adoption of BHN tools and resources. 
  • Conduct Transaction Monitoring Activities to identify potentially suspicious activity.
  • Collaborate with internal teams to support compliance knowledge on QBR’s which may include fraud metrics, industry specific updates, regulatory changes, and prominent fraud scheme.
  •  Keep abreast of all new legislation and how it affects the business and report to the Board and Senior management in this regard.
  • Manage and update documentation that includes Compliance Policies, Operations Manuals (including CDD procedures), risk assessments and applicable reporting.
  • Be the local point of contact to support the business for other compliance functions on additional initiatives that include corporate governance, supplier risk management, product compliance and enterprise risk
  • Ensure that training, internal controls, and monitoring are adequately implemented by policy owners.
  • Partner with policy owners to develop management reporting relating to policy compliance.
  • Support the development of business requirements for various Compliance systems and platform related projects from time to time and partner with technology teams to ensure that Compliance needs are adequately supported. 

Qualifications:

  • Great interpersonal skills with the ability to build collaborative relationships with various business units that play key roles in the regulatory reporting process or in the development of supporting systems. 
  • Strong verbal and written communication skills. This role involves frequent communication with our key clients/partners and regulatory agencies; candidate must demonstrate ability to work with external partners to resolve control gaps in a manner that is professional and firm, while continuing to support a positive relationship with them. You will also be developing and updating written guidelines and training materials for our partners.  
  • Demonstrates commerciality but also professional scepticism, presents audit results in an objective and unbiased manner, and writes opinions reflecting relevant facts that lead to logical conclusions. 
  • Exceptionally organized; ability to independently manage and prioritize high volumes of responsibilities without slippage in schedules and deliverables 
  • Comfortable with IT systems and technology in general, able to navigate new and custom systems. 
  • Bachelor’s degree or equivalent
  • Previous Manager experience preferred
  • 3 - 5 years relevant experience in financial services, money services businesses (MSBs), anti-money laundering (AML) programs, regulatory compliance programs, internal audit, or risk management preferred
  • ACAMS certification preferred or equivalent
  • Japanese speaker and/or knowledge/experience of Japan Financial Markets (but not essential)
